"The Public Order Act gives us the power to deal with public assemblies and marches, and what the EDL asked for was an assembly that would take place in a public place. We have no powers to prevent that. The EDL did not ask for a march, and that is the important difference, as in certain circumstances we can prevent a march from happening."
